Joyce Kilburn

Joyce has a passion for helping people and organizations. After over 29 years with the West Virginia Department of Arts, Culture & History she developed a love and appreciation for West Virginia, our history, culture and the arts community.

Joyce is a trained public relations specialist, event planner, and grant writer. She holds a RBA with an area of interest in public relations from West Virginia State University. She has had professional training in design, dye cutting, writing, grant preparations, government finances, and legislative relations. She has experience working with artists and organizations to promote and execute their events.

She will use her training and experience to promote local businesses and fulfill individuals needs through producing quality and unique products. She loves working with people to make things happen. Joyce believes that combining her experience and training will provide a valuable service.
